Probably the best way, if a little silly, is to find a shipwreck map that's not near any NPC pirates and then attempt to salvage it.  In a Barca.  You'll wreck your ship, guaranteed, but can then use Rescue to recover.  Repeat as long as you want.

If that seems a little cheesy to you, then try fighting NPC pirates for a while in a Galley or another ship that has low wave resistance.  Use Rescue every time a sailor falls overboard from enemy cannonfire.  A little slower, but it's effective and doesn't require a shipwreck or a Barca.  You can actually develop other combat skills while doing that too.

If you dont really care about your battle fame, get a junk ship and keep getting killed in battle. After you get wrecked rescue yourself. This will raise it very quickly. Also a good way to raise storage. Make sure you have vigour food as well.
